Orange County Health Committee Reviews Valley View Financials, Tobacco Prevention Grants
The Orange County Legislature's Health & Mental Health Committee reviewed Valley View Center's monthly financials and public health grant updates, including the state's adolescent tobacco prevention program, on March 24.

The Orange County Legislature's Health and Mental Health Committee convened Monday to review the monthly financial report for Valley View Center and discuss updates to public health grant funding, including the county's participation in New York State's Adolescent Tobacco Use Prevention Act program.
The committee's standing agenda includes a monthly financial report on Valley View, with figures typically presented by county staff covering revenue streams, personal services costs, and Intergovernmental Transfer funding. Valley View, the county-operated nursing and rehabilitation facility in Goshen, has been a consistent focal point for the committee as legislators track its fiscal performance month to month.
Ongoing challenges for Valley View include workforce shortages, the growth of Medicare Advantage managed care, reducing reimbursement for short-term rehabilitation residents, and an aged physical plant estimated to need over $50 million in repairs to bring it up to current operating standards. Those pressures have made the committee's regular financial reviews a closely watched exercise in county governance.
The Monday session also included an update on public health grant funding, with the Adolescent Tobacco Use Prevention Act program among the items on the agenda. Public Health Law 13-F, known as ATUPA, regulates the sale of tobacco and vaping products to restrict their access by youth and young adults. The law also includes a prohibition on the sale of flavored vapor products.

Orange County has received state grant funding to carry out ATUPA enforcement and education locally. In the prior grant cycle, the committee moved to accept and appropriate second-year funds from the New York State Department of Health for the ATUPA program, totaling $116,050. Monday's agenda item signaled continued legislative oversight of how those grant dollars are being deployed across the county.
Since 2000, the New York State Department of Health Bureau of Tobacco Control has administered the state's comprehensive Tobacco Control Program using an evidence-based, policy-driven, and population-level approach with a commitment to promoting health equity among populations disproportionately impacted by tobacco marketing and use. Counties like Orange serve as ground-level enforcers and educators under that statewide framework.
The Health and Mental Health Committee meets monthly and its actions are subject to ratification by the full Orange County Legislature. Agendas and meeting packets are publicly posted through the county's online agenda center.
