Orange County Releases Video Catching Drivers Illegally Passing Stopped School Buses
Camera footage on over 1,000 Orange County school buses caught drivers blowing past stopped buses with kids boarding — and a $250 fine now follows.

Camera footage mounted on school buses across Orange County captured something most drivers assume no one sees: cars blowing past stopped buses, red lights flashing, while children step on and off. County Executive Steve Neuhaus and the Orange County Department of Emergency Services released that footage publicly on March 24 as a school-bus safety awareness video, part of the county's ongoing School Safety Program.
The video is not a simulation. It shows real incidents recorded by enforcement cameras installed on the exteriors of buses serving 14 public-school districts, including Newburgh, Middletown, Monroe-Woodbury, Warwick Valley, and Kiryas Joel. More than 1,000 buses across the county now carry these cameras, which are designed to document stop-arm violations and trigger fines issued directly to vehicle owners, not just the drivers at the wheel when the ticket arrives.
What the footage shows goes beyond a tally of infractions. Emergency services officials described multiple instances of vehicles passing stopped buses with children boarding or exiting, including several close calls. The scenes, officials said, are not isolated edge cases but a pattern.
"Protecting our children is one of our highest priorities," said Robert Doss, Orange County Deputy Commissioner of Emergency Services. "This video clearly shows how often this dangerous and illegal behavior occurs, and we hope it serves as both an educational tool and a deterrent."
Under New York State law, motorists are required to stop for school buses displaying red flashing lights regardless of which direction they are traveling. The cameras are built to capture precisely those moments. Violations result in a $250 fine for a first offense, billed to the vehicle's registered owner.
Neuhaus framed the program as one of enforcement and accountability: the goal, he said, is to improve safety and ensure drivers are held responsible, with the expectation that any motorist approaching a bus with red lights flashing must stop, full stop.
