Orange County Transportation Council Sets December Meeting Agenda
The Orange County Transportation Council posted notice that its Planning Committee and Policy Board will meet Thursday, December 4, 2025, beginning at 1 p.m., in Classroom #4 at the Fire Training Center in New Hampton and via Zoom. The meetings will address roadway functional classification requests near Kiryas Joel, draft operating procedures, and a project selection framework that will shape local transportation funding and priorities.

On November 24, the Orange County Transportation Council posted public materials and a Zoom link for back to back Planning Committee and Policy Board meetings scheduled for Thursday, December 4, 2025, starting at 1 p.m. The Planning Committee will meet first with the Policy Board immediately following, both in Classroom #4 at the Fire Training Center, 9 Training Center Lane, New Hampton. Meeting materials and attachments were posted to support remote and in person participation.
The Planning Committee packet includes the December 4 meeting agenda, the October 30 meeting summary, roadway functional classification change requests in the vicinity of Kiryas Joel, a draft of OCTC operating procedures for December 4, Transportation Improvement Program project selection materials, funding request documents, and tentative 2026 OCTC meeting dates. The Policy Board packet contains the December 4 agenda, an August 20 meeting summary, OCTC Resolution No. 2025 13 on safety target revisions, resolution drafts for 2025 functional classification changes, operating procedures, and a TIP project selection framework.
These items carry direct consequences for local transportation planning and funding. Functional classification changes can alter which roadways qualify for certain federal and state funding streams, and requests near Kiryas Joel may influence local traffic patterns, maintenance responsibilities, and project eligibility. The TIP project selection framework and related funding requests will guide which transportation projects receive priority and support in the coming budget cycle. Proposed operating procedures revisions will govern how the council evaluates projects and allocates resources, affecting transparency and institutional accountability.

For residents and local officials the meetings present an opportunity to review proposed classifications, funding priorities, and procedural changes before formal Policy Board action. Materials posted on November 24 provide the documents needed to assess potential impacts on specific communities and on countywide mobility. Participation in person or via the provided Zoom link will allow stakeholders to observe deliberations that will shape Orange County transportation investments into 2026.
