Orange County Wins National Award for Countywide Records Management System

Orange County officials announced on November 24, 2025 that Niche Technology, Inc. honored the county for its countywide deployment and strategic partnership in implementing the Niche Records Management System, known as NicheRMS. The recognition is the second national award the county has received in about two months, following recent recognition from the Center for Digital Government for the same deployment. County Executive Steve Neuhaus and District Attorney David Hoovler were quoted in the county release.

The county credited a collaborative effort among the Emergency Services Department, the Information Technology Department, the Police Services Division and county IT staff for planning and carrying out the implementation. The release outlined specific operational benefits expected from the consolidated records management platform, including real time incident data, centralized records, improved intelligence sharing across agencies, greater transparency and reliable audit trails for records and actions.

Local law enforcement agencies and emergency managers will be the primary users of the system in its current phase, with county officials noting deployment milestones already met and planned rollouts to additional agencies. For Orange County residents this means 911 responses, crime reporting and multiagency coordination could be supported by a single source of up to date information, reducing duplication and helping responders act on consistent data.

Beyond day to day operational benefits, officials framed the recognition as a sign that Orange County is aligning technology investments with accountability and public access goals. Centralized records and audit trails can support oversight and open records requests, while improved intelligence sharing may assist investigations that span municipal boundaries within the county.

The award also places Orange County alongside other jurisdictions investing in modern records platforms as municipal and public safety agencies nationwide work to integrate data and streamline workflows. County leaders pointed to the broader rollout schedule as a next step, with additional agencies expected to come online in phases that will expand the system s reach and benefits.
