Louis K. West III walked into what he believed was a meeting with a 14-year-old girl carrying a condom in his pocket and covert recording equipment in his bag. Federal agents were waiting.

West, a registered sex offender, was arrested March 27 following a multi-agency enticement sting conducted by the FBI and federal prosecutors in the Southern District of New York, the jurisdiction that includes Orange County. The U.S. Attorney's Office announced the charges three days later.

According to the federal complaint, West had communicated online with an undercover law enforcement officer posing as a minor. He negotiated the specifics of a meeting and arrived at the agreed location on March 26. When the undercover officer asked whether he had brought condoms, West produced one from his pocket and said he could "take his time" with the minor. FBI agents moved in and arrested him at the scene.

A search of West's belongings revealed a hidden camera disguised as an alarm clock and a pair of video-recording eyeglasses. The complaint says both devices were intended to document the encounter.

West was presented before a U.S. Magistrate Judge in White Plains and detained pending further proceedings. He faces federal charges of attempted sexual exploitation of a minor and coercion and enticement. U.S. Attorney Jay Clayton, whose office covers Orange County, said the sexual exploitation of children is among the most horrific crimes and that families in New York expect prosecutors and investigators to act on their behalf.

FBI Assistant Director in Charge James C. Barnacle Jr. pointed to the continuing partnership between federal, state and local agencies targeting predators who seek access to children online, and urged the public to call 1-800-CALL-FBI or submit a tip through the FBI's online portal.

West's alleged conduct illustrates the pattern federal investigators and child safety advocates describe in grooming cases. Online contact on a social platform leads to private messaging, which escalates toward arranging an in-person meeting. Requests to shift communication to encrypted or private apps, gifts sent without parental knowledge, and pressure to keep the relationship secret are among the clearest indicators that an interaction has moved into dangerous territory. When a child reports that kind of contact, take it seriously.

Orange County residents can report suspected grooming or online exploitation to the Orange County Sheriff's Department directly, or contact the National Center for Missing and Exploited Children's CyberTipline at 1-800-843-5678, which operates around the clock. Schools in the area maintain safe-reporting contacts through building administrators and guidance counselors.

Federal enticement charges carry mandatory minimum sentences and, upon conviction, require sex offender registration. West was already subject to both when, prosecutors allege, he went online looking for a child.
