Otter Express expands routes, adds same day rides for riders
Otter Express expanded service in 2025 to include Barnesville, Battle Lake and Pelican Rapids and introduced a Same Day Bus Ride option for an additional one dollar. The changes strengthen rural public transit in Otter Tail County, improving local access to health care, shopping and community services for residents who rely on affordable transportation.

Otter Express has broadened its reach across Otter Tail County as part of an expansion in 2025, adding regular service to Barnesville, Battle Lake and Pelican Rapids and launching a Same Day Bus Ride option for an extra one dollar. The door to door public transportation system serves Fergus Falls, Perham, Breckenridge, Battle Lake, Barnesville and surrounding communities and continues to operate under the nonprofit P.A.I., which provides human services programming and workforce supports.
The service allows drivers to assist passengers from their door to the bus and from the bus to the destination door, while drivers are not permitted to cross a residence threshold. Passengers who need greater assistance should arrange for an escort, and escorts ride free. Rides must be scheduled by calling dispatch during office hours Monday through Friday from 6 30 AM to 6 00 PM. Changes to scheduled rides can only be made through dispatch during business hours.
Fares remain modest and are structured by distance. Examples listed include 0 to 5 miles for two dollars, 5.1 to 8 miles for three dollars, 8.1 to 10 miles for four dollars, and 10.1 to 13 miles for six dollars. Bus operation hours vary by community, for example Fergus Falls operates approximately from 6 30 AM to 6 00 PM, Perham from 8 00 AM to 4 30 PM, and Breckenridge from 8 30 AM to 4 30 PM. Barnesville and Pelican Rapids service follows scheduled windows. To schedule a ride call 218 998 3002.

Reliable transit in rural counties has direct implications for public health and social equity. Expanded routes and a same day option can reduce missed medical appointments, ease access to prescriptions and vaccinations, and lessen the isolation that affects older adults and people with disabilities. Low fares and free escorts lower some barriers, but gaps in service hours and out of pocket costs still matter for low income households and for caregivers coordinating care.
For many Otter Tail County residents the Otter Express expansion means more consistent access to essential services. The system provides a practical option for people without private vehicles, for those who cannot drive, and for families seeking affordable ways to attend medical visits and community appointments.
