Kentucky Transportation Cabinet Brings Mobile License Service to Owsley County Library
More than half of Kentuckians still don't carry a Real ID; on April 15, the state is bringing license renewal and Real ID service to the Owsley County Public Library at 9:30 a.m.

A standard Kentucky driver's license has not satisfied federal identification requirements at TSA checkpoints or federal buildings since May 2025. Despite that enforcement deadline passing nearly a year ago, 53 percent of Kentuckians still do not hold a Real ID, according to Kentucky Transportation Cabinet figures. For Owsley County, where there is no dedicated state licensing office, April 15 is a rare chance to close that gap without leaving the county.
The Kentucky Transportation Cabinet will operate a mobile licensing unit at the Owsley County Public Library on Wednesday, April 15, starting at 9:30 a.m., handling both standard license renewals and Real ID upgrades in a single visit.
Owsley County lost its in-person licensing option in July 2022, when the Cabinet assumed full responsibility for driver credentials from Circuit Court Clerks statewide. Since then, residents needing a renewal or Real ID upgrade have had to make the drive to regional offices in Beattyville or Richmond. The library pop-up eliminates that trip for anyone who can get to Booneville.
The document requirements differ by service. Standard renewal requires no additional paperwork if your name and address on file are current. A Real ID upgrade requires satisfying four distinct categories: proof of identity, such as a U.S. birth certificate or valid U.S. passport; proof of Social Security number, such as a Social Security card or a W-2; proof of Kentucky residency, such as two recent utility bills, a bank statement, or a government document bearing your Booneville address; and documentation of any legal name or gender changes. Arriving without all four categories covered is the most common reason applicants are turned away at mobile events. The drive.ky.gov portal includes an IDocument Quiz that identifies exactly which combination of papers applies to your situation before you arrive.
Fees for the new credential cycle run from $21.50 for a four-year standard license to $48.00 for an eight-year Real ID. Residents whose current credential is still valid can upgrade to Real ID mid-cycle for $15. Cash and personal checks avoid the processing surcharge that applies to debit and credit cards.
Appointments are strongly recommended and can be booked at drive.ky.gov. Walk-in slots are not guaranteed on a single-day mobile visit. Bringing photocopies or phone photos of required documents can reduce processing time at the window, and library staff have previously assisted residents with forms and documentation ahead of similar events.
