Southbound drivers on KY 15 who depend on Jackson for errands, appointments and connections to other routes will need to use a signed detour for seven days beginning May 11, a change that could affect work commutes, medical visits and deliveries across the Owsley County-Jackson corridor. Northbound traffic will not be affected.

The Kentucky Transportation Cabinet said the closure will run on the southbound approach of KY 15 near KY 30 in Breathitt County, between milepoints 17.9 and 18.1. Crews are set to reopen the lane on Monday, May 18, after pavement repairs that will replace damaged asphalt with concrete pavement. Drivers will be routed onto KY 205, the old KY 15 alignment.

The work may be outside Owsley County, but the impact reaches well beyond the county line because Jackson is a regional hub for much of eastern Kentucky. KYTC District 10, based in Jackson, is responsible for state highway maintenance and construction in 10 counties in east-central and southeastern Kentucky, including Owsley County. That makes the southbound closure a practical issue for families who regularly travel into Jackson for shopping, courthouse business, school-related travel and access to larger medical services.

KYTC has described KY 15 as a major north-south thoroughfare linking southeastern Kentucky with the central part of the state, and the Jackson corridor has drawn major state attention in recent years. In August 2024, Kentucky announced a nearly $50 million improvement project for KY 15 in Jackson and Breathitt County that includes added lanes, sidewalks on the heavily traveled corridor and further work to stabilize Panbowl Dam.

Panbowl Lake was created in the 1960s when part of the North Fork of the Kentucky River was impounded during construction of KY 15, and the highway serves as part of the dam structure at Jackson. That history helps explain why the corridor remains a focus of ongoing repairs, widening and stabilization work. For the next week, southbound travelers should build extra time into trips and watch for the detour signs before leaving home.
