Elaine police dispatch dispute raises public safety concerns

Phillips County announced Saturday that Elaine police would no longer have access to county dispatch, a move Mayor Lisa Hicks-Gilbert says puts public safety in jeopardy. The dispute now reaches beyond county politics and into the first minutes of a 911 call, when a delay can determine how fast an officer, ambulance or fire unit gets moving.

Elaine’s own police department page still tells residents to dial 911 or Phillips County Dispatch at 1-870-338-5555 if they witness a crime in progress or face an emergency. The Phillips County Sheriff’s Office lists the same emergency number, 870-338-5555, alongside 911, underscoring how central county dispatch remains to public safety across the county.

If Elaine police lose that access in practice, the immediate effect would be a less direct path for calls to reach officers. That can slow response to traffic crashes, domestic disturbances, medical emergencies and violent crimes, especially in a small Delta town where one missed transfer or delayed radio contact can matter. The county dispute also involves County Judge Clark Hall, along with the Door 911 Dispatch Center and the interlocal services agreements that govern emergency response across agencies.

The city’s website says Elaine emergency services operate 24/7 to preserve life, minimize damage, respond to hazards or disaster events, and provide emergency support functions. But the city also lists a separate police number, 870-827-3350, which highlights the difference between having a department and having reliable dispatch access when seconds count.

The fight comes against a backdrop of wider strain in Phillips County public services. A city page says the Elaine Library, which had been open for 78 years, was closed in December 2025 by decision of Clark Hall and the Phillips County Library System. Separate reporting has also pointed to a Phillips County sheriff’s office staff cut of 30 percent and to emergency radios being pulled from two Phillips County towns and some deputies and a justice of the peace.

For Elaine, the dispatch dispute is not an abstract power struggle. It goes to whether a call for help gets answered quickly, routed correctly and backed up by the county system residents have relied on for years.
