Prince George's County honors New Carrollton's first Black mayor

The Prince George’s County Council has recognized Phelecia Nembhard with a proclamation honoring her as New Carrollton’s first Black mayor, a milestone that now sits alongside the daily work of governing the city she leads.

The recognition lands with added weight in New Carrollton, which was incorporated in 1953 and has long been one of the county’s smaller municipal governments with a distinct identity of its own. County and city records identify Nembhard as the city’s mayor, and a City of New Carrollton news release said Phelecia E. Nembhard was elected to a second term in office on May 15, 2025.

That second term matters because the history being celebrated is also a test of what comes next. New Carrollton voters have already marked a break in the city’s political history by electing its first Black mayor, a fact WTOP highlighted in June 2020 when it noted Nembhard’s election as a milestone for the community. The county proclamation turns that milestone into a public acknowledgment of service, but it also puts a spotlight on the expectations that come with office in a city where residents are watching how leaders handle development, public safety, housing and representation.

For Prince George’s County, the honor is also part of a broader pattern of local institutions elevating municipal leaders whose impact is felt block by block rather than in headlines alone. The proclamation affirmed both the historical significance of her election and the practical demands of a second term, when the measure of success is less about symbolism than whether New Carrollton’s residents see steady, responsive government from the mayor’s office.
