Jennifer Fogg seeks reelection as Rockwall County clerk

Jennifer Fogg is seeking reelection as Rockwall County clerk, keeping a vote on records access, filings and election support in play. The office also handles marriage licenses and $50 Heirloom Anniversary Certificates, services many residents only notice when they need them.

Fogg was appointed by the Rockwall County Commissioners Court in December 2020, and her bid comes as the county continues to grow. Rockwall County says it was founded in 1873, had 107,819 residents in the 2020 Census and is experiencing rapid growth, which its Strategic Plan 2050 says brings long-term opportunities and challenges.

That growth makes the clerk’s office one of the county’s most visible administrative hubs. It is where residents and attorneys go for records, filings and public access, and where businesses and families run into practical limits of county government. The clerk’s FAQ says the office does not research business-name availability before filing, and public computers are available in the office so filers can verify information themselves before submitting paperwork.

The office’s marriage duties carry added weight in Rockwall County, which says it was named the official Marriage Capital of Texas for ten years, ending in 2035, under Senate Concurrent Resolution 6 signed by Gov. Greg Abbott. That designation keeps the clerk’s office at the center of one of the county’s most routine but personal transactions. The county clerk page says Heirloom Anniversary Certificates are available for marriage licenses purchased in Rockwall County, with a fee of $50.00.

Fogg’s reelection also lands in a county where the clerk’s work intersects with elections. Rockwall County’s elections materials list the 2026 Primary Runoff Election for May 26, 2026, with April 27, 2026 as the last day to register to vote and May 18, 2026 as the first day of early voting. The county’s elections website also posts campaign finance reports, election results and other notices that depend on clear coordination between county offices.

Fogg has already been a familiar name in local politics. Ballotpedia lists her as a candidate for Rockwall County clerk in 2026, and the Rockwall County Republican Party welcomed her reelection run in November 2021. For voters weighing another term, the central question is not the campaign slogan but whether the clerk’s office keeps records accessible, filings efficient and election support steady as Rockwall County keeps expanding.
