Lake Mary commissioners were scheduled to vote Thursday on an interlocal agreement with Seminole County that would bring West Crystal Lake into the county’s lake management program, a move aimed at stopping a visible slide in water quality before it affects nearby homes, recreation and property values.

The lake, a 130-acre waterbody in the Lake Monroe watershed, sits in District Four and has drawn concern over submerged and floating vegetation that county documents say are impeding open-water areas. City Manager Mark Lehman said it would be inefficient and cost-ineffective for Lake Mary to handle the cleanup alone, pushing the issue toward a formal city-county partnership instead of a city-only fix.

If the agreement is approved, Seminole County could use a mix of sediment dredging, weed harvesting, artificial aeration and aquatic herbicide treatments. County materials say lake water quality is tied to the condition of water flowing in from surrounding watersheds, underscoring why officials are treating West Crystal Lake as more than a shoreline nuisance and more like a long-term management problem.

The price tag would be spread across the city and nearby owners. Lake Mary would pay $3,041 a year based on its ownership of the Lake Mary Events Center and Margaret Wesley Park. The 49 surrounding property owners would each be asked to pay about $675 annually.

The debate has also centered on what happens if officials do not act. Carol Ann Dove, a homeowner near the lake, said the waterbody is “a treasure that needs to be taken care of” and warned that without intervention it could be overrun with weeds and “turn into a swamp.” Her concern reflects the broader stakes for a lake that has become part of daily life in the Crystal Lake Winter Homes community.

Margaret Wesley Park overlooks West Crystal Lake and sits in the historical Crystal Lake Winter Homes community, where the lake serves not just as scenery but as a place for bank fishing and picnics. For city leaders, the question is now whether to absorb a modest annual assessment and protect that setting, or risk allowing the shoreline and open water to continue losing ground.
