Patton described rapid growth in demand, saying ridership “has doubled monthly,” a phrase officials used to explain strain on dispatching and routing. The county’s cancellation figure, up to 300 per day out of about 1,200 bookings, is presented by officials as the main driver of cascading delays, with the county reporting that cancellations create ripple effects that slow pickups across zones.

Rider accounts and a documented test ride illustrate the user experience. Sanford rider Vernon Prince said, “It’s a real slap in the face to Seminole County residents who depended on Lynx bus service,” and noted waits stretching to an hour during rush periods. Rider Chuck Carpenter described erratic app ETAs, saying, “Today was kind of difficult because I got a ride, it said 35 to 45 minutes. Then, it said 3 minutes. And then there was nothing. It went back up to 35 to 45 minutes, so that’s been kind of confusing.” In the documented test ride, a request placed at 1:58 p.m. resulted in a 1 hour 36 minute arrival and a trip that made multiple stops, extending nearly two hours total.

Affordability remains a selling point even as reliability falters. Riders reported lower-cost trips in practice; Carpenter said he was charged $1.50 to reach SunRail in one instance, and the documented test ride showed a $9.50 fare. By comparison, an alternate ride on the same route arrived in about 15 minutes and completed the trip in under an hour for roughly $30 plus tip.

Officials say they intend to expand capacity: Patton said the county plans to grow the fleet through a Florida Department of Transportation grant “this summer.” Until additional vehicles and operational fixes arrive, the county’s numbers, roughly 1,200 daily bookings, up to 300 cancellations, a reported 42-vans fleet, and app limits of two cancellations per day with a three-minute boarding window, will govern whether SCOUT can deliver both the affordability and the reliability Seminole County commuters expect.
