Sanford Commission Approves Water Repairs, Contracts, and Spring Event Permits
Sanford commissioners directed nearly $35,000 to Cathcart Construction for water-main repairs and greenlighted permits for the St. Johns River Festival of the Arts.

Sanford's City Commission authorized roughly $34,940 to Cathcart Construction Company for water-main break repairs at its Feb. 23 meeting, one piece of a sweeping infrastructure and operations agenda that also advanced major treatment plant upgrades and set the city's spring and summer events calendar.
The biggest long-range moves came on the water and wastewater front. Commissioners approved an amendment to a Florida Department of Environmental Protection grant agreement tied to the Sanford South Wastewater Treatment Facility, then separately signed a loan agreement for a main water-treatment plant project. They also authorized the RFQ ranking process to begin formal negotiations with Wharton-Smith, Inc. for main plant improvements, a step that moves the city from planning into active procurement.
At the South Water Resource Center, commissioners approved sand and grit removal work, addressing a maintenance need that affects treatment efficiency downstream. Engineering services contracts were renewed at the same meeting, and new agreements with several additional firms were approved alongside those items.
Public Works received an organizational addition: commissioners approved a temporary GIS analyst position designed to give an incoming employee time to transition into a permanent role, reinforcing the department's mapping and data capacity as Sanford manages a growing infrastructure workload. Parks & Recreation, meanwhile, secured a $31,394 vehicle transfer to support field operations.
Two Historic Preservation Board denials also landed before the commission, and both were upheld unanimously. The properties at 809 and 817 Locust Ave. had failed to comply with approved elevation plans, triggering the certificate denials. The votes signal that Sanford's historic district oversight carries real enforcement weight rather than advisory standing.
The commission's events agenda produced a full spring and summer calendar. Special-event permits, along with noise and alcohol authorizations, were approved for the St. Johns River Festival of the Arts running April 24 through 26, the Memorial Day Remembrance on May 25, and the Ride to Remember on June 6. Permits for recurring warm-weather events also cleared, including the Sanford Food Truck Fiesta Summer Nights and a slate of additional community festivals and fundraisers spread across the coming months.
As Wharton-Smith negotiations advance and construction draws closer, Sanford's procurement notices and public meetings will mark the next visible milestones for two of the city's most consequential water infrastructure investments.
