Drivers headed into downtown Duluth faced a fresh disruption at the 100 block of East First Street as the city closed the street to repair a steam line and the road above it. The closure blocks the East First Street entrance and exit, a change that matters immediately for people trying to reach offices, shops, apartments, deliveries and parking in the heart of the district.

The City of Duluth said the closure began Thursday, April 30, and is scheduled to last through Monday, May 4. The HART parking ramp remains open through another entrance, but the city said the posted detour will shift traffic to Superior Street or Second Street, depending on the direction of travel. City materials also warned that on-street parking may be limited at times and advised drivers to avoid the area if possible.

For downtown businesses, the biggest concern is not the short length of the closure but the way it can interrupt routine access. A block that handles parking, customer turnover and service trips can quickly feel tighter when one entrance is cut off and traffic is pushed onto other streets. The steam-line work also means the city is not only patching pavement, but dealing with utility infrastructure below it, which makes the project harder to postpone and more likely to affect daily movement in the block.

The East First Street closure is not the first time that stretch has been a construction pinch point. In an April 2025 notice, the city closed the 100 block for steam-line-related work and said the sidewalk on the south, lake side of East First Street would remain open. That notice also kept access to the Clayton Jackson McGhie Memorial open through sidewalk routes from East First Street and Second Avenue East, showing how often this block has had to balance utility repairs with pedestrian access to one of downtown Duluth’s most significant public memorials.

City officials have directed residents and drivers to check the road-closure map for current updates on closures, detours and project areas. For now, the practical message downtown is simple: East First Street is out, the HART ramp still has a way in, and traffic headed through this part of Duluth will need to use Superior Street or Second Street instead.
