Bascom Road to close Monday for culvert installation, access limited
Bascom Road was shut to through traffic for culvert work, with access split by address and delays expected until 3 p.m.

Drivers on Bascom Road in Newport lost through access for an eight-hour culvert installation, with east-side residents told to enter from Unity Road and west-side residents directed to Whitcher Road. Newport Public Works said the hard closure covered the road between 7 a.m. and 3 p.m. Monday, April 27, and the town asked residents to plan for alternate routes instead of trying to pass through the work zone.
The closure mattered beyond a single day’s inconvenience. Culvert work affects drainage, road stability, and flood prevention, especially in spring when thaw and runoff can weaken shoulders and wash out undersized crossings. By spelling out where access remained possible, town officials were trying to keep local traffic moving while crews worked on the crossing safely.
Newport’s directions were specific. People east of address 170 were told to use the Unity Road side, while residents west of address 183 were told to come in from Whitcher Road. Unity Road is one of Newport’s state-maintained in-town roads, which makes it a practical access point for some of the homes affected by the closure.
The work fell under the broader responsibilities of Newport’s Public Works and Highway departments, which handle road maintenance, drainage, water and sewer infrastructure, and related municipal functions. The Highway Department says it maintains, rehabilitates and drains about 65 miles of town roads, including 41 paved miles and 24 dirt miles, a network that makes even one culvert replacement a meaningful disruption for daily travel, school runs, deliveries and emergency access.

The Bascom Road closure was not the only culvert project on Newport’s calendar. The town also posted a separate road closure notice for Chandlers Mill Road for Tuesday, April 28, showing how quickly spring maintenance can stack up across Sullivan County’s local road network. Newport had also been warning residents about mud-season restrictions in March, when the town said roads were being posted and permits to haul would be required beginning March 9.
For Newport, the Bascom Road shutdown was brief, but it was the kind of infrastructure work that determines whether a road can keep carrying traffic safely once wet weather settles in.
