Claremont Planning Board approves duplex permit, outlines 2026 schedule
The Claremont Planning Board met December 22 and finalized a conditional use permit to convert a single family home into a duplex, while adopting its 2026 meeting calendar and advancing Master Plan planning. These actions matter to residents because they affect local housing supply, neighborhood parking needs and opportunities for public input on long range land use decisions.

The Claremont Planning Board met Monday evening in Council Chambers at City Hall and posted a full 28 page meeting packet on the city website. The packet included the agenda, staff reports, application materials and minutes from the board meeting on December 8. The December 8 minutes record the board s unanimous approval of a conditional use permit to convert a single family home at 50 West Terrace Street, Tax Map 107 Lot 198, into a duplex. The approval carried conditions including required permits and a two year validity period, and the staff report and applicant presentation were included in the official record.
Board members also approved the Planning Board meeting schedule for 2026. Planning and Development staff used the packet to update the board on early planning for a Master Plan Steering Committee and to begin outreach to recruit public volunteers for that process. The committee will shape the city s long term planning priorities, making the recruitment of volunteers relevant to residents concerned about housing, transportation and infrastructure choices.
The packet notes that recent state law changes affect local zoning and parking decisions. New Hampshire Senate Bill 284, effective September 13, 2025, alters municipal parking requirements and is referenced in the board s zoning determinations. That change has immediate implications for projects that increase residential density, including conversions to multi unit housing, because reduced municipal parking obligations can shift parking pressure onto neighborhoods and street systems.
Residents may review applications at the Planning and Development Department at 14 North Street during normal business hours. Comments may be made at public hearings, submitted in writing to the Claremont Planning Board at 14 North Street, Claremont NH 03743, or sent by email to cityplanner@claremontnh.com. The board s recent actions show how routine permitting and schedule decisions feed into larger policy choices about housing supply, parking policy and community engagement ahead of a new master plan process.
