Former Planning Chair John Kucera Announces Summit County Council Bid
John Kucera announced his candidacy for Summit County Council District 4 on January 1, 2026, saying his planning experience and financial background will guide decisions on growth, budgets, and infrastructure. His campaign highlights responsible development, traffic mitigation, and stewardship of open space, issues that directly affect Summit County residents' daily lives and local taxes.

John Kucera, former chair of the Snyderville Basin Planning Commission, formally entered the race for Summit County Council District 4 on New Year’s Day, presenting his six years on the planning commission and private-sector financial experience as qualifications to shape county policy.
Kucera framed land-use and development as central issues for the council, pointing to his record on the Planning Commission. “My track record on the Planning Commission is clear,” Kucera said. “I opposed the Dakota Pacific and Highland Flats projects because I believed they represented irresponsible growth based on their scale and impacts to the community.” He emphasized the need to manage development more deliberately as entitled projects move forward.
“We have millions of square feet of entitled land in the county that will eventually be built,” Kucera said. “When we cannot say ‘no,’ we must incentivize intelligent growth. Traic mitigation, aordability, mixed-use development, and preservation of open space must be carefully addressed as we update our general plans and development codes.” Those priorities speak directly to local concerns over traffic congestion, housing costs, and protecting the county’s mountain vistas and trails.
Kucera also stressed that council responsibilities extend beyond planning. The council oversees a roughly $100 million operating budget and provides direction on community infrastructure, law enforcement, taxation, and public health. “Growth, traffic, and open space are primary issues. However, they represent only part of the council’s responsibilities,” he said. “I believe my combination of professional experience and public service will help me contribute to the full scope of council decision-making.”
Kucera brought professional credentials to his announcement. He is the managing partner of a small Utah-based real estate investment partnership, overseeing financial operations, acquisitions, lease negotiations, and tenant relations. He described prior work in New York City during the financial crisis as formative: “During that period, I was working with strong personalities in very challenging circumstances,” Kucera said. “It taught me the importance of active listening, finding common ground, and working toward solutions that create win-win outcomes. Those are skills that translate directly to effective council leadership.”
A Utah native, Kucera has lived in Silver Springs for more than a decade with his wife and two school-aged children. He holds a bachelor’s degree in finance from the University of Utah, is a chartered financial analyst, and completed Park City Citizen’s Police Academy and Leadership Park City Class 23.
