Major Reconstruction of Cesar Chavez Boulevard Set to Begin
The Arizona Department of Transportation Board approved a more than 65 million dollar reconstruction and expansion of Cesar Chavez Boulevard in San Luis, awarding the contract to DPE Construction. Construction is scheduled to begin in early 2026 with completion targeted in 2028, a project city officials say will reduce congestion, improve safety and support local economic growth.

The Arizona Department of Transportation Board on December 23 approved a major reconstruction and expansion of Cesar Chavez Boulevard in San Luis, moving forward a project funded at an investment level above 65 million dollars and awarded to DPE Construction. The City of San Luis posted the announcement the same day on its CivicAlerts page and published renderings and detailed project scope information for residents and businesses to review.
The project will rebuild Cesar Chavez into a four lane divided roadway and add intersection channelization, drainage upgrades, new paving, pavement marking, traffic signals and lighting. Plans also call for a one lane roundabout at the Escondido and San Luis Plaza Drive intersection. City officials say the improvements are intended to reduce congestion, increase safety and support ongoing local economic development.
Construction is scheduled to begin in early 2026 and the work is targeted for completion in 2028. During that period drivers should expect phased construction, traffic changes and temporary detours as crews stage work and complete drainage and paving operations. The city and ADOT will provide updates and the posted renderings show the anticipated lane configuration, signal locations and pedestrian improvements.

For Yuma County residents and the San Luis community the project carries both immediate and longer term implications. In the near term commuters and commercial drivers will need to plan routes and allow extra travel time during construction. In the long term a wider divided roadway and improved intersections are designed to ease daily congestion, reduce collision points and help emergency vehicles move more reliably through the corridor. City officials are framing the work as an investment in local business access and in the broader regional economy.
San Luis is a border community with strong ties across the international boundary, and improved arterial infrastructure can influence freight movement, retail access and cross border commutes.
