Yuma County Issues Level‑3 Sex Offender Notification for Grover Broadhead
Yuma County issued a Level-3 community notification for 64-year-old Grover Broadhead after he registered at 12547 S. Carlota Avenue in Yuma; officials say he pleaded guilty to first-degree child molestation in 1992.

The Yuma County Sheriff’s Office issued a Level-3 community notification for 64-year-old Grover Broadhead after he registered an address at 12547 S. Carlota Avenue, Yuma, AZ 85365, and advised law enforcement he is residing there. The notification identifies Broadhead as living within Yuma County and assigns a high-risk classification under state law.
YCSO says it released the information pursuant to state law and issued the notice on February 27, 2026. "The Yuma County Sheriff’s Office (YCSO) is releasing the following information pursuant to A.R.S. 13-3825, the Community Notification on Sex Offenders Law," the release states, and it notes offenders are categorized into three levels with Level Three designated as high risk to the community.

Broadhead pleaded guilty on October 16, 1992, to one count of Child Molestation in the First Degree at the Benson County Superior Court in Kennewick, Washington, the YCSO release says. He was sentenced to serve 60 months at the Washington Department of Corrections and received credit for 132 days served; the release further states the victim was a female juvenile.
The sheriff’s notice provides a physical description for identification: Broadhead is listed at 5 feet 8 inches tall, 185 pounds, with blonde hair and blue eyes. The release explicitly states, "He is not wanted by the Yuma County Sheriff’s Office at this time," and identifies Tania Pavlak as the Public Affairs Specialist who released the information.
The YCSO directs residents to its OffenderWatch program for ongoing alerts and searches. "To register for free email alerts or search for sex offenders in your area, please visit the YCSO OffenderWatch page," the release says, and it asks anyone with information about current criminal activity to call the Yuma County Sheriff’s Office at (928) 783-4427.
State law and Arizona Department of Public Safety guidance frame the local notification duties for this case. "In accordance with Arizona Revised Statute ARS §13-3825, once the appropriate community notification level is established, the local law enforcement agency is required to complete a community notification," the AZDPS guidance states, adding that mandatory notification for Level 2 and Level 3 offenders includes "notification to the 'surrounding neighborhood, area schools, appropriate community groups, and prospective employers. The notification shall include a flyer with a photograph and exact address of the offender as well as a summary of the offender's status and criminal background.'"
