35,000-Square-Foot Sullivan’s Marketplace Relocating to Oxford Commons Frontage Road
Developer David Blackburn confirmed a 35,000-square-foot Sullivan’s will be built along the Ed Perry Boulevard frontage road in the Summit at Oxford Commons, moving from its approved Colonnade Crossing site.

Developer David Blackburn confirmed this week that a 35,000-square-foot Sullivan’s will be constructed along the Ed Perry Boulevard frontage road in the Summit at Oxford Commons, relocating the project from a site-plan approval originally tied to Colonnade Crossing off Highway 30. The move places the supermarket closer to Sisk Avenue retail corridors and the heart of the Oxford Commons mixed-use development.
The site plan for a new 35,000-square-foot Sullivan’s Marketplace was approved in September 2024 for the Colonnade Crossing development off Highway 30, and little public information was released after that approval until Blackburn’s March confirmation that the Oxford location will instead be built along Ed Perry Boulevard. The project appears to consolidate major retail activity within Oxford Commons, the development off Ed Perry Boulevard and Sisk Avenue that houses the Summit and Pearl parcels.
“The Oxford location will instead be constructed closer to the heart of Oxford Commons,” Blackburn said, describing the new placement for the store. Sullivan’s Grocery is a regional supermarket known for offering fresh produce, meat and seafood, bakery items and a full-service deli; the 35,000-square-foot store is expected to serve as a grocery anchor for the Summit area and surrounding neighborhoods.
Oxford Commons is also adding smaller retail and food tenants this spring and summer, concentrating openings around Sisk Avenue and the Pearl development. Dutch Bros, the drive-thru coffee chain, is slated to locate next to Chipotle Mexican Grill on Sisk Avenue and is expected to break ground in the spring of 2026. That project will add a high-frequency pickup option adjacent to the Summit retail spine.

Within the Pearl development at Oxford Commons, several businesses are nearing opening dates: Aplos is expected to open in June 2026, Yoby — a yogurt and coffee shop offering frozen yogurt, specialty coffee drinks and casual seating space — is expected to open in May or June 2026, and Legally Tan is projected to open in June 2026 providing tanning and related beauty services. These tenants cluster smaller service and quick-visit concepts near the planned grocery anchor.
Retail additions are also expanding at the Terrace shopping center. Baskin-Robbins will open next to the Oxford Commons Design Center and is expected to welcome customers this summer 2026, adding another destination for families and students in the Design Center corridor.
No construction start date or estimated opening month has been announced for the Sullivan’s store, and the developer has not released a specific address or timeline for the Summit parcel beyond Blackburn’s confirmation this week. As Oxford Commons moves into a concentrated phase of retail and food openings through spring and summer 2026, the relocation of the 35,000-square-foot Sullivan’s signals a pivot toward anchoring neighborhood grocery needs along Ed Perry Boulevard and the Sisk Avenue commercial corridor.
