ArtsAVL Launches $1.2M Recovery Program for Helene-Affected WNC Nonprofit Arts
ArtsAVL is launching a $1.2 million nonprofit recovery grant for Helene-affected arts groups in 15 WNC counties; the first application cycle opens March 9, 2026.

ArtsAVL announced a $1.2 million Nonprofit Arts Recovery Grant Program to support long-term recovery and stabilization of nonprofit arts and cultural organizations across Western North Carolina, with funds split between Spring 2026 and Spring 2027 and the first cycle opening Monday, March 9, 2026.
The new program follows two earlier Helene relief efforts run by ArtsAVL. The Emergency Relief Grant for artists, open October–November 2024, delivered $500 stipends to 1,500 individual arts professionals across craft, visual, literary, media, and performing arts disciplines. The Arts Business Relief Grant launched in February 2025 and awarded $5,000 each to 136 arts businesses, both for-profit and nonprofit. ArtsAVL’s relief page states, "Together, these initiatives provided over $1.4 million in direct relief to arts professionals and businesses across 26 counties."
ArtsAVL frames the $1.2 million program as a multiyear effort aimed at restoring pre-Helene revenue, employment, and audience levels for nonprofit organizations. The organization notes, "Structuring the program across two years reflects the reality that recovery from Hurricane Helene remains ongoing and uneven, particularly for nonprofit arts organizations that have often been excluded from traditional relief and recovery programs." Applicants will be required to demonstrate continued recovery needs and submit a feasibility and recovery plan outlining how grant support will contribute to organizational stabilization and long–term sustainability.
Eligibility for the nonprofit program is specific. Applicants must be legally incorporated 501(c)(3) organizations on or before Sept. 27, 2024; have operated at least two consecutive years prior to the application deadline; report prior-year operating expenses of at least $20,000; be physically located in one of 15 listed counties — Ashe, Avery, Buncombe, Burke, Caldwell, Cleveland, Haywood, Henderson, Madison, McDowell, Mitchell, Polk, Rutherford, Transylvania, Watauga, or Yancey — and show they were substantially impacted, physically and/or economically, by Hurricane Helene.

ArtsAVL sets an explicit range of allowable uses for the nonprofit recovery funds. "Nonprofit arts recovery grant funds may be used to address both immediate and ongoing impacts of Helene," the program page says, listing eligible expenses including covering staff and artist salaries, rehiring or retaining essential personnel, offsetting core operating expenses such as rent, utilities, insurance, and facility repairs, restoring or expanding programming, replacing lost materials and equipment, rebuilding or relocating damaged spaces, and investing in marketing and audience outreach to counter ongoing declines in tourism.
Administrative details in published materials are partial. The 828newsNOW article by Pruett Norris reported the March 9, 2026 opening and published the 15-county eligibility list and allowable uses, but ArtsAVL’s public materials do not specify the number of awards, per-award sizes, application closing dates, review timelines, or award announcement schedules for either Spring 2026 or Spring 2027 cycles.
Beyond grantmaking, ArtsAVL is leading regional recovery planning tied to Buncombe County: the organization is guiding the Buncombe County Arts Recovery Plan (2026–2030), coordinating regional pilot activations, and advocating for increased public and private investment to strengthen infrastructure, expand emergency resources, and amplify the arts’ role in community healing, economic revitalization, and disaster preparedness. The $1.2 million program will test whether these planning efforts translate into measurable progress toward pre-Helene revenue, employment, and audience levels for nonprofit arts organizations across Buncombe and the 14 other eligible counties.
