Bowdoinham Seeks Consultant to Draft First Townwide Open Space Plan
Bowdoinham has posted an RFP seeking a planning consultant to produce its first townwide Open Space Plan; sealed proposals must arrive by 9:00 a.m. (EST) on March 6, 2026 to 13 School Street.

The Town of Bowdoinham posted an Invitation to Bid on February 26, 2026 seeking a planning consultant to develop a townwide Open Space Plan and set a submission deadline of March 6, 2026 at 9:00 a.m. (EST). Proposers are instructed to use the envelope marking "Planning Consultant Services – DEVELOPMENT OF AN OPEN SPACE PLAN" and to address sealed proposals to Yvette Meunier, Dir. of Planning & Development, 13 School Street, Bowdoinham, Maine 04008.
The RFP text specifies the Town is "soliciting proposals from qualified consultants interested in providing planning services to assist the Town with drafting our first Open Space Plan with robust community input." The posting also states "the Town will get technical assistance from the Consultant to develop ordinance changes which support the findings of the Open Space Plan." The original aggregated feed included a truncated line that "asks qualified consulting teams to prepare an open-space planning process, analyze existing land and con" — that sentence ends mid-word in the available source material.

Submission logistics on the Town posting are explicit: "Sealed Proposals plainly marked 'Planning Consultant Services – DEVELOPMENT OF AN OPEN SPACE PLAN' on the outside of the mailing envelope, addressed to Yvette Meunier, Dir. of Planning & Development, 13 School Street, Bowdoinham, Maine 04008 will be accepted until 9am (est) on Friday, March 6, 2026." The posting lists Town office hours as Mon, Tue, Thu, Fri 8:30-4 and Wed 11-6, and provides contact lines 207-666-5531 and Fax 207-666-5532. The notice also includes Town Recycling information at 121 Pond Road with hours Thu and Sat 8-4, and Tue 12-6pm, and it states "More information is available in the RFP and addendums below" and that attachments accompany the posting.
The aggregated procurement feed that included Bowdoinham’s notice also contained other solicitations; these are separate and not part of Bowdoinham’s RFP. A Franklin County block in the same feed lists Issue Date February 25, 2026, Proposal Due Date March 26, 2026, Anticipated Award Date April 7, 2026, and identifies Issued By Franklin County Commissioners Office, 120 County Way, Suite 4, Farmington, Maine 04938. That Franklin County notice concerns a different purchase and therefore its March 26 due date and April 7 award date do not apply to the Town of Bowdoinham solicitation. The feed also included a Municipal Paving Services posting dated February 25, 2026 with an end date of March 13, 2026, and a City of Bath posting dated February 27, 2026 with an end date of March 17, 2026.
Bowdoinham’s posting frames this effort as the town’s first townwide Open Space Plan and ties the consultant role to both public engagement and ordinance work. With sealed proposals due by 9am (EST) on Friday, March 6, 2026 and attachments and addenda referenced on the posting, the next steps for the town will be selecting a consultant to carry forward the plan and provide the technical assistance needed "to develop ordinance changes which support the findings of the Open Space Plan." Contact information on the posting remains Yvette Meunier, Dir. of Planning & Development, Town of Bowdoinham, 13 School Street, and phone 207-666-5531.
