Burnham to host Zelenskyy in first foreign leader visit

Andy Burnham hosted Volodymyr Zelenskyy in London as his first international visitor, and his opening offer was diplomatic continuity rather than a new Ukraine package. Downing Street said Burnham would maintain the UK and Ukraine’s “unbreakable bond” and Britain’s “unwavering” support for Kyiv.

Burnham had already signalled that line in his first call with Zelenskyy on July 20, saying Britain’s support for Ukraine would not change. Choosing Zelenskyy as the first foreign leader to see him gave the visit outsized weight, because it placed the new prime minister immediately inside one of the most sensitive foreign-policy files in Whitehall.

The meeting came against a backdrop of sustained British support since Russia’s full-scale invasion in February 2022. Ukraine has remained a central test of British foreign policy under successive governments, and Burnham’s first high-level encounter was designed to show that the handover in Downing Street would not mean a reset in London’s position.

The visit also followed a familiar pattern. In February 2023, Zelenskyy made a surprise trip to the UK, his first since the invasion began, addressing Parliament in Westminster Hall and meeting King Charles III at Buckingham Palace. In June 2025, Keir Starmer travelled to Kyiv and announced £255 million in fresh funding for Ukraine, including 16 new advanced aircraft, reinforcing how closely British military backing has been tied to the alliance.

For Burnham, the political message was clear: the first foreign-policy test of his premiership was not a speech or a summit, but whether he would preserve the substance and visibility of Britain’s support for Ukraine. By opening with Zelenskyy and repeating that Britain’s stance would not change, he tied his premiership to the same line London has held since 2022.
