The February 10 decision triggered a 60-day window to appeal that remains open and is expected to close in April. With the court pointing to mediation and Northern Township preparing a transition to city operations later in 2026, the immediate battleground is procedural: whether Bemidji will file an appeal or pursue negotiated talks over wastewater interconnection, annexation boundaries, and the revenue streams described in the Feb. 13 letter.
