St. Louis County has authorized $16.5 million in bond financing to fund a comprehensive renovation of the 1892 St. Louis County Depot in Duluth, launching a roughly two-year project to replace aging HVAC, mechanical, electrical and plumbing systems and to strengthen behind-the-scenes structure that has been deferred for years. County officials and Depot leaders framed the work as essential to preserve the National Register of Historic Places building and the artifacts housed there.

Ken Buehller, executive director of the Lake Superior Railroad Museum, put the stakes plainly: “This preserves the building. Built in 1892 on the National Register of Historic Places. This extends the usefulness for the people that come and enjoy all that the museums, all that the art here, everything that the depot has to offer to the community, is now preserved and enhanced.” Engineering estimates place the Depot-specific cost at $16.5 million after years of deferred maintenance; Depot staff say the estimated cost to fix the HVAC has roughly doubled since the group first sought state help.

Museum and historical society leaders described immediate conservation risks that have driven the timetable. Wayne Gannaway, executive director of the St. Louis County Historical Society, warned, “It becomes a losing battle trying to maintain the proper climate for your antiquities,” adding, “If it’s too humid, you can get mold, so that’s not uncommon.” He said the upgrades will allow previously postponed projects to move forward: “Once this project is completed, not only will we have more confidence in the conservation of the objects that we have in the building, but we will also be able to move forward with some projects that have been on hold.”

The County’s action follows earlier state support in 2020 when the Depot received $1.5 million in bonds used for shell repairs. Depot leaders say they have lobbied state lawmakers since 2018. Commissioner Ashley Grimm described the local push for funding: “I can confidently say that we have left no stone unturned … We have begged and made cards and gave pitches and given tours ... We have pushed as hard as we could.”

Tenants that share the Depot include the Lake Superior Railroad Museum, North Shore Scenic Railroad, St. Louis County Historical Society, Minnesota Ballet, Duluth Superior Symphony Orchestra, Lyric Opera of the North, Arrowhead Regional Arts Council and The Depot Foundation. Depot officials say the building will remain open throughout construction, with signage, reroutes and safety measures in place, and that programming will be rescheduled or relocated when necessary. The North Shore Scenic Railroad lobby will receive air conditioning for the first time.

The renovation will also clear a long run of former offices to display a donated Seacrest model railroad. Ken Buehller described the exhibit: “It is an O scale that’s about this big model train set depicting the Duluth Winnipeg and Pacific Railway all the way from Duluth across Minnesota’s iron range up to International Falls. Now a part of Canadian National. Historically accurate to 1955. Making the transition from steam to diesel power.” Builders used historic photos and blueprints to achieve accuracy.

A public hearing on the bond proposal was scheduled for Tuesday at 10:08 a.m. at the St. Louis County Courthouse. County leaders expect to issue the bonds soon and begin staged work; readers should expect intermittent area closures and Depot updates as construction proceeds. The project aims to secure the Depot’s collections and to keep a beloved community landmark on track for the next generation.
