Four Union County Men Arrested for Megan’s Law Registration Violations
Pennsylvania State Police at the Milton barracks charged Shane Michael Doane, 39, with failing to update his Megan’s Law address; troopers say he lived in Mifflinburg since 2023 and bail is $20,000.

Pennsylvania State Police out of the Milton station charged 39-year-old Shane Michael Doane with failing to provide accurate registration information after investigators concluded he was living at a different address than the one listed on the state registry. Troopers allege Doane was registered to a Lewisburg address but had been living in Mifflinburg with his girlfriend and "had not lived at the registered address since 2023." Doane faces felony charges and bail was set at $20,000; a preliminary hearing was scheduled Feb. 19.
State police identified Doane as a previously convicted offender, noting he was "previously convicted of unlawful contact with a minor" as part of the public record tied to his Megan's Law registration. The charging language reported by troopers follows standard Megan’s Law enforcement steps when investigators determine a registrant is not residing at the listed address.

Separately, troopers at the Milton barracks filed felony charges against 58-year-old Brian Keith Gemberling of Mifflinburg after receiving a tip in December that he possessed unreported items. "PSP Milton received a tip in December that Gemberling possessed these items but had not reported them," investigators wrote. Gemberling is listed as a tier 3 offender on the Pennsylvania Megan's Law website and "must report updates every three months at the PSP Milton barracks." On Jan. 3 he provided registration information for a vehicle, and Trooper Jessica Naschke wrote in the affidavit that he had confirmed possession of that vehicle during a prior check-in but had failed to provide the information at that time. Charges of failure to provide accurate registration information and failure to verify address or be photographed were filed at the Mifflinburg office of District Judge Jeffrey L. Mensch.
Two other Union County cases filed at the Mifflinburg court involve Ronnie Clinton Bass and Garen Warren Harrington. Ronnie Clinton Bass, 33, described in the filings as "a sexually violent predator," was charged with two felony counts of failure to verify address or be photographed and failure to register, plus a misdemeanor count of making false statements to authorities. Trooper Tyler Watson reported that Bass "was staying at the White Deer Township Treatment Facility in October" and that staff told him Bass had walked off the facility on Oct. 21 when Watson arrived Oct. 23 to complete registration requirements. Bass was committed to the Union County Jail in lieu of $25,000 cash bail, with a preliminary hearing scheduled in front of District Judge Jeffrey L. Mensch.
Garen Warren Harrington, 45, of White Deer Pike in New Columbia, was charged by Trooper Raymond Snarski with a felony count of failure to verify address or be photographed and failure to register with state police; Harrington was released after posting bail and "was also non-compliant in October 2020," police records state.
The enforcement activity and filings have generated local attention online. A Facebook post on a local news page showing the Doane report drew 78 reactions, 159 comments and 39 shares. Public comments included claims and reactions such as Ethel Burgit’s "Look this is my fiancé he didn’t live with me he only came to visit," Bren Vincent’s "Don't trust him around children" and Danielle Hofmann’s "Next stop... woodchipper." Those comments are unverified public posts.
Multiple troopers named in the affidavits and filings include Jessica Naschke, Tyler Watson and Raymond Snarski, and several of the Megan's Law noncompliance cases were filed in the Mifflinburg office of District Judge Jeffrey L. Mensch. Prosecutors and state police say the matters are moving through preliminary proceedings and will be resolved through the district court process.
