Goochland County Issues RFP for Owner's Representative for 75,000-Square-Foot Courthouse

Tosh Thompson of the Goochland County Purchasing Department has issued Request for Proposals RFP #2026-05 to hire an Owner’s Representative to advise and represent the county through planning, procurement, design, and construction of a new approximately 75,000 square foot courthouse. The county document lists the date of this request as February 26, 2026, and frames the OR role as a safeguard for county interests across the project.
The official Goochland RFP sets a question deadline of March 12, 2026 at 11:00 a.m. Local Prevailing Time and a proposal deadline of March 31, 2026 at 3:00 p.m. Local Prevailing Time. Programmed building components are listed in the RFP: “The programmed court components will include a Circuit Court, General District Court, and Juvenile & Domestic Relations (JDR) Court, along with spaces for judges’ chambers, courtrooms, and ancillary spaces, jury assembly/multi-purpose room, clerks’ offices, and court security and holding. Other court-related components will include the Commonwealth Attorney’s office, adult probation, court services unit, and building support spaces.”
Procurement will proceed by a competitive qualifications-based selection process in accordance with the Virginia Public Procurement Act, per the county posting.
