Guilford County Grand Jury Indicts Former Rep Cecil Brockman on Child-Sex Charges
A Guilford County grand jury returned a true bill March 2, indicting former state Rep. Cecil Brockman; a judge ordered his arrest and he is being held in the Guilford County Detention Center with no bond.

Former North Carolina state representative Cecil Brockman was indicted by a Guilford County grand jury on March 2, 2026, and a judge issued an arrest order the same day, court records and local reporting show. Brockman was taken into custody on the indictment and is being held in the Guilford County Detention Center with no bond on the new charges.
Published accounts differ on the exact counts in the indictment. Paxton Media of High Point reported Brockman, identified there as Cecil Antonio Brockman of Lakecrest Avenue, was indicted on three counts of statutory sex offense with someone under 15, three counts of indecent liberties with a child and two counts of first-degree sexual exploitation of a minor. Other local reporting summarized the grand jury action as charging Brockman with statutory sexual offense with a child 15 or younger, indecent liberties with a child and first-degree sexual exploitation of a minor.
The indictment follows Brockman’s initial arrest on Oct. 8, 2025, on charges tied to an alleged sexual relationship with a minor. At his first hearing after that arrest a Guilford County judge set bond at about $1.05 million, citing flight risk and alleged attempts by Brockman to contact the victim and obtain location information. A later hearing reduced bond to $250,000 under strict conditions that included electronic monitoring, residing at his mother’s home, surrendering access to a cellphone and social media, and no contact with the victim; Brockman posted bond and was released in November. Brockman resigned his seat in the North Carolina House of Representatives on Oct. 31, 2025.
Prosecutors allege the incidents occurred on or around Aug. 15, 2025, when the alleged victim was 15 years old. Authorities say investigators found 14 videos on the teen’s phone that allegedly show Brockman and the teen engaging in sexual acts, and prosecutors allege the exploitation counts stem from Brockman allowing the encounters to be recorded. Multiple reports say prosecutors also allege Brockman met the teenager on the dating app Grindr and that Brockman tried to use his status as a public official to obtain information about the teen’s whereabouts after the teen left.
Brockman’s defense has told local outlets he believed the teenager was an adult at the time of the relationship. Published reports list Brockman’s age as either 40 or 41 and identify him as a Democrat who represented High Point in the North Carolina House. Paxton Media reported Brockman had a first court appearance on the new charges after the March 2 arrest.
Paxton Media noted the indictments “do not contain any new information about the case, they simply speed the case to Guilford County Superior Court.” WFAE reported Brockman “is now being held without bond under the newly enacted Iryna’s Law.” The filed indictment and Superior Court docket will establish the precise counts, statutory citations and the schedule for future hearings in Guilford County Superior Court.
