Harris County Pct. 7 Sergeant Jocelyn Ballard Charged With Child Injury
Sgt. Jocelyn Ballard was charged with two felony counts of injury to a child; bond was set at $10,000 per count and she was placed on administrative leave.

Sgt. Jocelyn Ballard, a 41-year-old training-division supervisor with Harris County Constable Precinct 7, faces two felony counts of injury to a child after prosecutors accepted charges and Precinct 7 commanders arrested her. Investigators with the Precinct Seven Criminal Investigations Division opened the probe on December 24, 2025, and prosecutors presented allegations at a probable cause hearing held late Thursday into the early hours of Friday.
Court filings and prosecutorial statements allege Ballard struck the children with a belt and with her hands, causing bruises. The alleged victims are two adopted children, both under 15 years old, according to court reporting. The District Attorney’s Office approved felony filings before Precinct 7 command staff carried out the arrest, and Ballard was taken to the Harris County Joint Processing Center for booking into the county jail.

At probable cause court, a judge set bond at $10,000 per count, for a combined total of $20,000. Defense counsel had requested bond be set at $200 per charge. The judge imposed no-contact and other conditions, reading safeguards intended to protect alleged victims and the community: “There are listed individuals in these order that you must avoid protected individuals. You cannot commit any acts of violence. No stalking, no communicating in a threatening or harassing manner. You cannot possess any firearms if you have a concealed handgun permitted it’s suspended.” Jail records reported during the hearing indicate Ballard posted bond and was released from custody after processing.
Precinct 7 moved quickly once charges were authorized. The office said Ballard was immediately relieved of duty and placed on administrative leave pending the outcome of an internal probe and the criminal process. The precinct’s public statement underscored institutional posture while the case proceeds: “The Harris County Constable Precinct Seven Office reiterates its commitment to due process and the presumption of innocence. Public safety, accountability, and transparency remain our top priorities. Further updates will be provided as appropriate to ensure transparency.”
Ballard has more than 18 years in law enforcement, including roughly a decade with Precinct 7. The swift action by command staff echoes a precedent within the office in recent months when supervisors similarly moved to remove a colleague from duty after misconduct charges were filed.
Several key details remain unreported publicly, including what initially prompted the December 24 investigation and exact scheduling of follow-up court dates. For Harris County residents, the case touches on core concerns about child safety, accountability inside law enforcement ranks, and the processes precinct leaders use when officers are accused of wrongdoing. Expect additional local reporting as prosecutors file charging instruments, court dockets update, and the precinct’s administrative review proceeds.
