Peralta Community College District will begin issuing employee parking permits on March 2, 2026, and will allow all Peralta employees to park free of charge on district-owned lots at College of Alameda, Laney College, Merritt College and the District Office when the rollout begins, Interim Executive Director of Public Safety Abdul Pridgen confirmed. Student permits will follow with a summer 2026 start and carry fees, district leadership said.

Deputy Chancellor and Chief Operating Officer Greg Nelson said students will pay $35 per semester and $17.50 for the summer session to obtain a permit, while visitor passes will be sold at $2 per day. Nelson noted the district will not offer fee waivers because parking and driving are not "mandatory," and added that "student support programs can help offset the price of parking but it will be 'up to each individual program' how aid will be administered." Students must be enrolled in the current term and clear any outstanding payments before buying a permit.

Nelson also wrote that student and employee permits "will be directly tied to their Peoplesoft accounts for identification." Peoplesoft, owned by Oracle, is the district's internal management software that houses human resources, finance and the student portal. Under the district's Administrative Procedure AP 6750, PCCD Police Department issues permits for District Administrative Staff and college Business Offices issue permits for college faculty and staff; faculty and staff are responsible for renewing permits before expiration and must turn permits in upon separation from the district.

Per AP 6750, students will not receive replacement permits or decals if the original is lost. The policy document, last revised March 7, 2019, also states that "parking permits are required for motor vehicles" and that vehicles parked in violation are subject to fines, towing or impoundment. The procedure references Vehicle Code Sections 21113 and 40220 and Education Code Section 76360, and notes the AB 503 requirement that districts adopt and post a parking citation payment plan for people with multiple unpaid citations.

District officials said a limited number of district-owned parking spaces will remain available free on a "first come first serve" basis. Berkeley City College will continue to have no Peralta-owned parking; College of Alameda, Laney College, Merritt College and the District Service Center will be the campuses with district-owned lots under the program. Laney College campus imagery taken Feb. 11, 2026, documents the student-facing side of the district's parking conversation as implementation approaches.

The permit reintroduction marks the first time Peralta will collect student parking fees since summer 2020, following a Fall 2025 period when the district did not issue permits while work proceeded on a comprehensive parking compliance system. For administrative questions or general district information, the Peralta Community College District office is at 333 East 8th Street, Oakland; the main number is (510) 466-7200.
