Proctor notifies families as police investigate alleged Bay View student assault
Proctor superintendent Tim Rohweder told Bay View families Feb. 27 that police are investigating a complaint alleging a sexual assault involving two students at Bay View Elementary.

Tim Rohweder, superintendent of Proctor Public Schools, notified Bay View Elementary families on Feb. 27, 2026 that the district and the Proctor Police Department are investigating a complaint alleging a sexual assault involving a student victim and a student perpetrator at Bay View Elementary School. The district said it is cooperating with police while limiting public details because minors are involved and the investigation remains active.
“As Superintendent of Proctor Public Schools, I want to inform our Bay View Elementary families of a serious matter that has been brought to our attention. The district has been made aware of a complaint that was delivered to the Proctor Police Department regarding an alleged sexual assault involving a student victim and a student perpetrator at Bay View Elementary School. First and foremost, our concern is for the safety and well-being of all students. Situations of this nature are deeply troubling, and we understand the concern this information may cause for families. Please know that we take all reports involving student safety extremely seriously. We are working closely and cooperatively with the Proctor Police Department as they investigate this matter. At this time, the report [...] The superintendent said the district is cooperating fully with law enforcement as officers work to determine the validity and scope of the complaint. He emphasized that student safety remains the district’s highest priority and that all required procedures are being followed to protect those involved.”
District officials repeated that legal and privacy limits apply because the matter involves minors. “Because the case includes minors and remains under active investigation, he said the district is limited in what information it can release,” the district message states, and officials emphasized they are “cooperating fully with law enforcement as officers work to determine the validity and scope of the complaint.”
Proctor Public Schools is asking students to share any information they may have and encouraging families to reach out to school administrators with concerns. “If your child has information related to this matter or if you have concerns about your child’s well-being, I encourage you to contact school administration directly. Counseling and support services are available for any student who may need them,” Rohweder wrote in the message to families. His signature block on the message reads: “Tim Rohweder Superintendent - Proctor Public Schools M.Ed | Ed.S. Educational Leadership & Administration.”

Bay View Elementary’s school site lists its address as 8708 Vinland St, Duluth, MN 55810 and phone numbers 218.628.4949 and 218.628.4951; the Proctor Public Schools system includes Bay View Elementary along with Pike Lake Elementary, Al Jedlicka Middle, Proctor High, and Proctor and Hermantown Community Education, according to district materials. The district’s public channels also carry routine notices such as Parents In Education meetings, open house posts and fundraiser announcements, which the district continues to use for family communications.
Proctor Police Department is the investigating agency and the district said it will continue coordinating with investigators. “The district will continue to communicate with families as appropriate and in coordination with investigators, Rohweder said.”
