Raleigh opens select downtown parking decks free during winter weather
Raleigh opened five downtown city parking decks free during a winter weather event to ease travel and access to downtown businesses and services.

Select City of Raleigh-owned parking decks in downtown were made free for drivers during the recent winter weather, providing temporary relief for commuters and visitors trying to reach shops, restaurants and essential services. The five City of Raleigh decks identified for the winter-weather free parking are Blount Street Deck at 314 Blount St., City Center Deck at 429 S. Wilmington St., Moore Square Deck at 233 S. Wilmington St., Municipal Building Deck (also referred to as City Hall Deck) at 201 W. Morgan St., and Wilmington Street Station Deck at 117 S. Wilmington St. These locations are part of the Downtown 2-Hour Free Parking pilot, which began in November 2024 and was extended by a unanimous City Council vote through June 30, 2026. “The Raleigh City Council has voted unanimously to extend the two-hour free parking program through June 30, 2026.”
The free winter-weather access uses the existing two-hour free framework but temporarily waives deck entry fees during the announced window. Weekend public parking is not available at this location.” That rule means the Blount deck will not serve as an overnight shelter for stranded drivers during weekday nights.
