That three-step model matters because each stage can fail or slow down for different reasons. Crawling discovers the URL, rendering executes the JavaScript, and indexing stores the final content for search. When a page is JavaScript-heavy, the rendered version becomes the version that counts, which is why missing content, delayed content, or hidden links can still create search problems even when the page technically loads in a browser.

That is where fallback content keeps its value: it reduces dependence on perfect runtime execution.
Google’s preferred implementation paths are still not “just rely on JS”
Google’s guidance has also been consistent about preferred solutions. Its dynamic rendering documentation says dynamic rendering was a workaround, not a long-term solution. Other sections may work perfectly with SSR plus hydration, making a heavy fallback layer unnecessary overhead.
