City of Graham officials on Jan. 22 urged residents to sign up for Citizen Alert to receive real-time emergency notifications ahead of the storm. The appeal was followed by a formal State of Emergency declaration on Jan. 23, a step that signaled expanded emergency operations and allowed the city to coordinate resources and notify the public of evolving service changes.
Also on Jan. 23 the city posted sanitation and solid-waste updates to inform residents how collection and disposal services might be affected.
