Mebane Staff Recommend Buying 200 South Fifth Street Dentist Office

City staff have recommended that the Mebane City Council consider purchasing the small dentist office at 200 South Fifth Street, a parcel directly across from city hall that staff say could provide additional parking or room for future expansion of city facilities. The owner has offered the property to the city for $325,000, and staff proposed funding the purchase from the city’s “rainy-day savings” fund balance.
The property sits on the corner of South Fifth and Wilson streets and consists of a 912-square-foot structure on three-tenths of an acre. Built in 1948 and later converted to an office, the site has been used as a dental practice for many years, most of that time by Dr. D. Michael Modlin. It is currently home to Dr. David Hoyle’s dental practice. Alamance County tax records list the total taxable value at $183,125. Register of Deeds records show Janice Properties purchased the parcel from D. Michael Modlin for $170,000 in May 2021.
Janice Hoyle of Janice Properties is listed as the owner offering the parcel for sale. A handwritten note on the purchase agreement requests that the city “give Hoyle extra time to vacate the premises, once the sale closes, to finish treatment for three patients.” The note signals a potential short transition period the council would need to consider if it approves a purchase.
Mebane staff framed the acquisition as a strategic, short-block opportunity: the parcel’s proximity to city hall and the planning and inspections building makes it attractive for surface parking or for modest future facility expansion. The asking price of $325,000 is substantially higher than the 2021 purchase price and above the taxable value, a gap that raises questions about comparative value and fiscal prudence should the council move forward with a fund-balance appropriation.

A council meeting that had been scheduled for Monday night was canceled after winter storm Gianna dumped several inches of snow on top of lingering ice from winter storm Fern. The meeting was rescheduled for 2:00 p.m. on Monday, February 9, when the council is expected to consider the staff recommendation. It remains to be seen whether the council will approve the purchase, attach conditions, or seek additional fiscal analysis before any vote.
The dentist-office proposal follows a pattern of active property decisions in Mebane, ranging from a low-cost acquisition of adjacent land on Smith Drive to larger development approvals and denials that have tested the council’s land-use priorities.
