Navajo President Signs Budget, Restores Funds and Calls Session
Navajo Nation President Buu Nygren signed Resolution CN 56 25 on December 13 approving 7.83 million dollars from the Unreserved, Undesignated Fund Balance to support Legislative and Executive operations for Fiscal Year 2026. The action restores critical funding for the Office of the Navajo Public Defender and fully funds personnel including Legislative District Assistants, while leaving the Office of the President and Vice President with minimal operating funds.

On December 13 President Buu Nygren used his line item veto authority to sign Resolution CN 56 25 into law, authorizing 7.83 million dollars from the Unreserved, Undesignated Fund Balance to support Legislative and Executive branch operations for Fiscal Year 2026. The resolution directs 3,269,638 dollars to the Legislative Branch and secures personnel funding across government branches, including funding for Legislative District Assistants.
The action funds several Navajo Nation Council Standing Committees for FY2026, including Budget and Finance, Health, Education and Human Services, Law and Order, and Resources and Development. The Navajo Nation Council Youth Advisory Council also received full operating support, reinforcing youth engagement and leadership development priorities. Critical Executive Branch programs that received operating support include Human Resources, Water Resources, and the Office of the Navajo Public Defender.
Notably the Office of the Navajo Public Defender was restored from having no operating funds to receiving more than 200,000 dollars, a shift that has immediate implications for legal representation and constitutional protections for Navajo citizens. Operating funding for the Judicial Branch had been addressed earlier through separate action which provided support to courts that previously lacked operating budgets.

President Nygren acknowledged progress toward resolving outstanding FY2026 budget disagreements and asked Controller Sean McCabe to assist in determining realistic operating expenditures for both the Legislative and Executive branches. He also called for a leadership meeting or Special Session as soon as possible to finalize a sustainable and fair operating budget and to ensure a fully functioning Navajo Nation government.
Despite the approved appropriations, the Office of the President and Vice President continues to receive little to no operating funding for FY2026, a gap that could affect executive office services and coordination across agencies. The president urged the Council to reassess its own operating appropriations and spending priorities to promote transparency, accountability, and balance across branches.

For Apache County residents the budget decisions affect local access to water resources management, human resource services, legal defense capacity, constituent support through Legislative District Assistants, and youth programs. The call for a Special Session signals further negotiations ahead as leaders work to finalize a budget that sustains essential services.
