Security footage captured a man collapsing after being shot in a Federal Hill parking lot at 2:40 a.m. Easter Sunday; police are seeking tips.

Homicide detectives are piecing together the final moments of a man fatally shot in a Federal Hill parking lot on Easter Sunday, aided by security footage that captured a crowd gathering, gunfire erupting, and the victim collapsing before medics could reach him.
Baltimore Police responded to the 200 block of Key Highway just after 2:40 a.m. Sunday, April 5, and found an adult male unresponsive with an apparent gunshot wound near Rash Field Park. Medics pronounced him dead at the scene. His identity had not been publicly released as of Sunday.
The investigation is anchored by footage from a MATCOM surveillance camera positioned near the scene. The video shows a large group assembling in the parking lot shortly before shots rang out, followed by bystanders scattering in multiple directions and vehicles speeding away. The footage also captures the victim running before he collapses, a sequence homicide detectives described as central to identifying both suspects and potential witnesses.
The violence hit a corridor that Councilman Zach Blanchard has long flagged as a public safety crisis. Blanchard, who represents the area, described the Key Highway stretch as a "severe late-night public safety problem for years" and called for a comprehensive plan drawing in city agencies, local businesses, and residents to prevent further deaths. His statement signaled that the killing will feed directly into ongoing policy debates about how Federal Hill manages the collision of harborfront nightlife and residential life.
That tension resonated with people working the neighborhood in the overnight hours. Cheryl Campbell, an Uber driver who was in the area at the time, told reporters she was startled by the location. "This is not where I would expect to hear (that)," Campbell said.
Federal Hill draws crowds well past midnight on weekends, with bars, restaurants, and the waterfront pulling in visitors and residents alike. The parking lot where Sunday's shooting unfolded sits close to Rash Field Park, a stretch of green space along the Inner Harbor that has seen millions of dollars in recent public investment.
