Three Ocean View residents wanted on active arrest warrants were described by the Hawaiʻi Police Department as "armed and dangerous" after being last seen around noon on Wednesday, Feb. 18, in the Kaloko Light Industrial Area driving a blue Nissan sedan. Members of the public are advised not to approach the individuals and to call 911 immediately if they are sighted.

The HPD public alert included the agency's direct advisory: "Due to the nature of the warrants and current information available to investigators, all three individuals should be considered armed and dangerous." The notice repeated the instruction: "Members of the public are advised not to approach them." The department urged anyone with information to call 911 or the HPD non-emergency line at (808) 935-3311.

The three people named in the alert are: Robert James Teinauri Carman, 41, listed by HPD also as Robert "Tamatoa" Teinauri-Carman; John Thomas Broadfoot Jr., 44; and Nicole Arsenault, 48. Robert Carman is described as 5 feet 7 inches tall, 175 pounds, black hair, brown eyes, with numerous tattoos on both the front and back of his body. John Broadfoot Jr. is described as 6 feet 0 inches, 235 pounds, black hair and brown eyes. Nicole Arsenault is described as 5 feet 4 inches, 110 pounds, blonde hair and green eyes; one outlet additionally listed her location as "Ocean View / Kailua-Kona," while most sources identify her as an Ocean View resident.

HPD said the three are known to frequent Hawaiian Ocean View Estates and the Kailua-Kona area. The last confirmed sighting was in the Kaloko Light Industrial Area at about noon on Feb. 18, when the trio was operating a blue Nissan sedan. Police photos and mugshots for the subjects are available from HPD and have been posted by local outlets; HPD's posting for Robert Carman used the nickname "Tamatoa" in the mugshot caption.

Anyone who sees the individuals or the blue Nissan sedan is instructed: "DO NOT APPROACH: If you see any of these individuals or the blue Nissan sedan, do not attempt to contact or approach them. Call 911 immediately." Additional reporting contacts listed with the alert include the HPD Vice Division - West, Capt. Edwin Buyten, at (808) 961-2244 and Crime Stoppers for anonymous tips at (808) 961-8300. HPD's main address appears on departmental materials as 349 Kapiʻolani Street, Hilo, HI 96720.

The HPD notice and accompanying news reports did not specify the exact charges on the active arrest warrants, provide license-plate information for the blue Nissan sedan, or report any confirmed sightings of weapons; the department limited public guidance to the armed-and-dangerous classification and the immediate reporting contacts. Police thanked the community for assistance in keeping Hawaiʻi Island safe.
