Asheville Man, 58, Pleads Guilty to Incest, Failure to Register as Sex Offender

Troy Daniel Pipkin, 58, of Asheville, pleaded guilty Monday in Buncombe County Superior Court to incest involving a disabled adult victim, an offense that occurred around Nov. 1, 2023, and resulted in her pregnancy.
Visiting Superior Court Judge Louis Trosch sentenced Pipkin to two consecutive active prison terms of 21 to 38 months each, a combined range of 42 to 76 months. The Buncombe County District Attorney's Office confirmed the terms are active and consecutive, not suspended or served simultaneously.
In addition to the incest count, a Class F felony under North Carolina law, Pipkin pleaded guilty to seven counts of felony failure to register as a sex offender. The registration failures indicate Pipkin had prior sex-offender status at the time of the November 2023 offense, though no further details about his prior criminal history were released.
As a condition of the plea, Judge Trosch issued a permanent no-contact order prohibiting Pipkin from any contact with the victim for the remainder of her life. Pipkin is also required to register as a sex offender for the remainder of his life.
The victim, described only as a disabled adult, did not wish to testify in court. The Buncombe County District Attorney's Office said she expressed satisfaction with the final plea agreement and the resulting sentences.
Pipkin's legal exposure does not end in North Carolina. The Buncombe County District Attorney's Office said he faces significant additional prison time in Florida, though no details about those proceedings, including charges, jurisdiction, or filing dates, have been released.
