Celina Council Approves Zoning Ordinance Amending Industrial and Multifamily Rules
Celina council unanimously approved zoning changes on Feb. 17 that affect heavy industrial rules and rezoned a roughly 53-acre Ousley Tract at Preston Road and FM 455.
Celina City Council unanimously approved an amendment to the city’s zoning code on Feb. 17 that changes how certain nonresidential districts will treat heavy industrial uses and how multifamily and mixed‑use projects can be regulated via special use permits." That action coincided with a formal ordinance labeled Ordinance 2024-17, "North 6 (Ousley Tract)", that amends Planned Development No. 110 and rezones approximately 53 acres located in the Collin County School Land Survey #15, Abstract No. 170, and the J K Rice Survey, Abstract No. 767, at the northeast corner of Preston Road and FM 455.
Ordinance 2024-17 amends the City’s Comprehensive Zoning Ordinance (Ordinance No. 2006-57) and establishes PD‑110 with base zoning categories including Commercial, Office, & Retail District (C), Multi‑Family Urban Edge (MF‑2), Multi‑Family Urban Living (MF‑3), Single‑Family Attached (SF‑A), Single‑Family Detached (SF‑R) and the Preston Road Overlay (PRO). A separate Planned Development item listed as Wildhorse (Hubbard Tract) proposes PD zoning on roughly 417 acres generally located at the southeast corner of Carthage Road (future Legacy Drive) and Louisiana Drive; the agenda line for that item is identified with the staff name Mohan. No multifamily housing was proposed for the project."
