Collin County seeks $505,000 to house inmates out of county

Collin County Commissioners Court was set to weigh another $504,994 request to house inmates in other counties’ jails through September as its own jail remained under staffing and space pressure. The item was on the July 13 agenda filed July 7 for the 1:30 p.m. meeting at the Jack Hatchell Administration Building, 2300 Bloomdale Road in McKinney.

The sheriff asked for the money to cover projected out-of-county inmate housing expenses, and the court order attached to the agenda called it a budget adjustment for that purpose.

Collin County added 42,966 residents from July 2024 to July 2025, a 3.4% increase that ranked second nationwide for numeric growth and pushed the population to nearly 1.3 million. The county jail is understaffed and nearly overcrowded, with strain on personnel and finances.

Commissioners also faced a $157,860.56 change order on the $43 million Park Boulevard extension, a six-month free trial of Anthropic’s Claude AI for county staff with $5,000 in usage tokens at no charge, and a separate six-month free trial of a managed cybersecurity monitoring service. Consent spending totaled $572,746.28.

Other business included an RFP for offender specimen collection and drug testing services for the Community Supervision and Corrections Department, personnel appointments and changes, a juvenile detention facade replacement item, vehicle purchases through cooperative contracts, and interlocal agreements for use of the county animal shelter. Anyone planning to speak had to submit a completed public comment form before the meeting, and each speaker was limited to three minutes.
