DPS names Frisco murder suspect featured fugitive after ankle monitor cut off
A Frisco man accused in a McKinney capital murder case cut off his ankle monitor and vanished, triggering a statewide fugitive hunt with rewards up to $11,000.

A Frisco man accused in a Collin County capital murder case vanished after cutting off his ankle monitor while out on a $1 million bond, turning a McKinney homicide investigation into an active fugitive search.
The Texas Department of Public Safety named Hassan Haitham Muhsen, 20, its Featured Fugitive for May and said tips that lead to his arrest can pay up to $6,000 this month. The U.S. Marshals Service is offering an additional reward of up to $5,000. DPS says Muhsen should be considered armed and dangerous.

State records say Muhsen was wanted in Collin County after a capital murder warrant was issued on April 24, 2026, the same day DPS says he cut off his electronic ankle monitor. The charge stems from an alleged robbery and shooting in McKinney in January 2025. Muhsen was released from jail on the $1 million bond before he disappeared.
For Collin County, the case is about more than one defendant. It highlights the pressure on court-ordered monitoring systems, the speed of local response once a bonded suspect goes missing, and the challenge of re-securing someone accused in a violent homicide case tied to a fast-growing North Texas corridor. DPS’s fugitive listing also notes Muhsen’s prior arrests for unlawful carrying of a weapon, manufacture or delivery of a controlled substance, possession of a controlled substance, and capital murder by terror threat or other felony.
DPS describes Muhsen as a white male, 5 feet 11 inches tall and about 120 pounds. He has tattoos on his neck, left hand and left wrist.
Anyone with information can submit an anonymous tip to Texas Crime Stoppers at 1-800-252-TIPS. Tips can also be sent through the Texas 10 Most Wanted website, the Texas 10 Most Wanted Facebook page or the DPS Mobile App. Officials say the public should not try to approach Muhsen and should report any information immediately through those channels.
