The accountability question, though, is whether the move reflected a documented pattern of problems or a high-visibility response that would have a wider effect on ordinary shoppers. WFAA reported that mall officials pointed to a series of disruptive youth events, not one single incident. One teen shopper, Alex, said, “I don’t like this new rule.” Other shoppers told WFAA the restriction was necessary if Stonebriar wanted to curb the disruptive gatherings that had been drawing attention there.

The decision lands with extra weight because Stonebriar Centre is more than a neighborhood mall. Managed by Brookfield Properties, it opened in August 2000 and has long served as one of Frisco’s major retail anchors.
