221,000-Square-Foot West Creek Commerce Center Breaks Ground in Eastern Goochland
A 221,000-square-foot industrial center broke ground at 12839 West Creek Parkway, bringing new industrial capacity and potential jobs to eastern Goochland.

Construction has started on West Creek Commerce Center, a 221,000-square-foot industrial building at 12839 West Creek Parkway that will add large-format warehouse and office capacity to eastern Goochland County. The project sits on 23 acres acquired in October by Summit Real Estate Group’s Arrowrock U.S. Industrial Fund IV for $4.6 million, according to county property records.
The joint venture between Florida-based Loci Capital Group and St. Louis-based Summit Real Estate Group plans office space, multiple dock and drive-in doors, 36 trailer stalls and roughly 230 parking spaces. Loci Capital managing principal Casey Wilson said the property would most likely house four tenants, with opportunities for multiple users in the 40,000- to 60,000-square-foot range or a larger single-tenant occupancy. He added that the developers are targeting manufacturing, distribution and retail tenants that need industrial space in the park. "Serving the last mile industrial needs for folks ordering things online and some of the high-end retailers that want to have things on-hand," Wilson said. "For that demographic, there just isn’t a lot of space."
Wilson also highlighted market conditions behind the move into Goochland. "From a broader market perspective, one of the lowest vacancy markets for industrial," he said, and noted Loci’s interest in the Richmond region because of its Southeast focus and proximity to Interstate 64 and 295 interchanges. The partners said they are "more focused on catering to the data center players," reflecting broader demand drivers for industrial and tech-adjacent real estate in the corridor.
Georgia-based Atlas Collaborative is the project's architect and Brinkmann Constructors is the general contractor. Craig Douglas and Graham Stoneburner of Thalhimer are handling leasing. Construction began in January and is expected to take about 11 months, with completion anticipated by the end of 2026 and a certificate of occupancy targeted for the first quarter of 2027. Loci and Summit have budgeted roughly 18 months to lease up the building after construction finishes.
West Creek Commerce Center joins a flurry of development in West Creek Business Park, where pharmaceutical giant Eli Lilly & Co. announced a $5 billion manufacturing campus on a 227-acre site at 12575 West Creek Parkway. The Lilly project will include more than 200,000 square feet of production space and offices, and the ownership of that parcel remains with Henrico-based Markel, county records show.
For Goochland residents, the project promises increased commercial activity on the county’s east end, additional tax base and new industrial job opportunities tied to logistics and manufacturing supply chains. Construction impacts such as truck traffic and site activity are likely through 2026, while the coming lease-up period will determine how many local jobs and services follow the concrete and steel. Future developments in West Creek will shape whether this corner of Goochland becomes a regional industrial hub or remains a niche last-mile node.
