Bethel United Methodist seeks digital sign permit on Cardwell Road

A proposed electronic message board at Bethel United Methodist Church would change the frontage at 1981 Cardwell Road in Crozier, and Goochland County is weighing the question through a conditional use permit now tied to application PRE-2026-00014. The request covers 1.91 acres zoned Agricultural, Limited, and the county says the permit is required under Zoning Ordinance Sec. 15-416.

For neighbors and drivers on Cardwell Road, the practical issue is not the church name alone but what a digital sign can do on a rural corridor. Goochland’s sign ordinance defines an electronic message center as a sign that can display words, symbols, figures, or images changed electronically, and its stated goals include traffic safety, visual communication, property value, aesthetics and an attractive business climate. A board like that could make service times, funerals, outreach events and other notices easier to see, but it can also raise questions about brightness, driver distraction and how much change a quiet roadside should absorb.

The county’s process gives residents a place to weigh in before the application moves deeper into review. Goochland Planning & Zoning handles citizen participation, legal advertisement and technical review of CUP applications, while the Planning Commission meets at 6:00 p.m. on the third Thursday of each month at the county administration building. County rules also say a community meeting becomes a special meeting if more than two members of the Board of Supervisors or Planning Commission attend, though no vote or action may be taken there.

Bethel is not a new name in the county. The church says it has served Goochland since 1834, and UMData lists Bethel United Methodist Church, Oilville, at the same 1981 Cardwell Road address. UMData’s 2024 quick facts list 118 professing members and average attendance of 56, with James M. Detmer listed as pastor since July 1, 2020. The church directory lists Sunday School at 9:45 a.m. and Sunday worship at 11:00 a.m.

The county has seen similar sign disputes before. In a 2024 school sign case, applicants sought special exceptions to let messages change more often than once per minute and to allow the sign to turn on at 6:00 a.m., a reminder that timing and brightness often become central points in electronic sign reviews.

For Cardwell Road, the issue now is straightforward: how much digital visibility a long-standing church may add to a stretch of road many Goochland residents know well, and how the county balances that request against the character of the corridor.
