Bethel is not a new name in the county. The church says it has served Goochland since 1834, and UMData lists Bethel United Methodist Church, Oilville, at the same 1981 Cardwell Road address. The church directory lists Sunday School at 9:45 a.m. and Sunday worship at 11:00 a.m.

The county has seen similar sign disputes before. In a 2024 school sign case, applicants sought special exceptions to let messages change more often than once per minute and to allow the sign to turn on at 6:00 a.m., a reminder that timing and brightness often become central points in electronic sign reviews.

For Cardwell Road, the issue now is straightforward: how much digital visibility a long-standing church may add to a stretch of road many Goochland residents know well, and how the county balances that request against the character of the corridor.
