Guilford County Schools Propose Policy Changes, Open Public Comment
The Guilford County Board of Education Policy Committee voted to send several policy changes out for a 30 day public comment period, with notices posted district wide on December 9, 2025. The proposals affect hearing procedures, employee discipline and retention, and substitute teacher rules, and the board will consider final action at its January meeting.
On December 9, 2025 the Policy Committee of the Guilford County Board of Education voted to release a package of policy revisions for public review and comment. The district posted notices on multiple local school web pages and in board communications announcing a 30 day public comment period that runs through January 8, 2026. Members of the public may submit comments by email to boardclerk@gcsnc.com.
The proposed measures include a new hearings policy, Policy 2500, intended to consolidate hearing procedures currently scattered across existing rules. The committee also forwarded revisions to employee discipline and retention policies, listed as Policies 7940 and 7950. The committee recommended repealing the older hearings policy, Policy 7951, on the basis that its content is incorporated into the new Policy 2500. In addition the district proposed a new substitutes policy recorded as Policy 7430.
These changes carry administrative and operational implications for school staff, parents, and students. Consolidating hearing procedures could streamline how disputes and disciplinary matters are adjudicated, while revisions to discipline and retention rules may affect employment decisions, evaluation outcomes, and staffing stability. A new substitutes policy could alter how classrooms are covered when regular staff are absent, with potential effects on continuity of instruction and short term staffing logistics.

The Policy Committee sent the proposals to the full board for consideration at its January meeting. Community members seeking to influence final action should submit comments to the board clerk by the January 8, 2026 deadline and monitor board meeting agendas for the specific January meeting date. Public engagement at this stage provides the primary avenue to shape policy language before the board votes.
This district wide posting and comment period follows the board committee process for policy review. Residents directly affected by employment practices and classroom staffing are those most likely to see immediate effects if the revisions are adopted.
