Brooksville Convicted Predator Arrested Again for Failing to Update ID

Michael Anthony Dutcher, 46, was walking through Brooksville when Detective Marcacci stopped him and asked for identification. Dutcher handed over a Florida Department of Corrections inmate ID card. That exchange on March 13, 2026, ended with Dutcher in handcuffs and, as of this week, held without bond at the local detention center.
Authorities say Dutcher, a registered sexual predator, failed to obtain a new Florida identification card bearing the mandatory "Sexual Predator" designation required by his registration status. The investigation began when Detective Marcacci ran a check through the Driver and Vehicle Identification Database, known as DAVID, which showed Dutcher's last state-issued ID dated to September 2023 and lacked the required designation. When the detective asked Dutcher whether he was aware of the 48-hour deadline to update his state ID, Dutcher admitted he knew about the requirement but had not followed through. He was immediately arrested and charged with one count of failure to obtain a driver's license or identification card.
The Dutcher arrest is the latest in a pattern of sex-offender registration enforcement by the Hernando County Sheriff's Office. In August 2024, HCSO arrested Kevis Andre Spires, who had been using an email account and a social media account without reporting them as required under his registration obligations stemming from a 1996 Hillsborough County conviction for sexual battery of a victim under 12 years old. Spires was adjudicated guilty on April 2, 2025, and sentenced to 30 months with the Florida Department of Corrections. He was transferred from the Hernando County Detention Center to state prison on May 7, 2025.

In a separate case, Detective Marcacci and FDLE Inspector G. Hill arrested Dustin Paul Browning, 37, in October 2025 after discovering he had created a social media account 76 days before telling deputies about it during a quarterly re-registration appointment, not two weeks as he claimed. Browning, released from the Florida Civil Commitment Center in Arcadia in June 2025 under the Jimmy Ryce Act following a 2007 Hernando County conviction for lewd or lascivious molestation of a victim under 12, was charged with failing to report an internet identifier within the required 48-hour window.
