A 17 year old male runaway from Tacoma was taken into custody in Oak Harbor after a December 10 incident that began with the theft of a tip jar from the Starbucks inside Safeway and included alleged shoplifting at other stores, court documents show. The report also describes the youth's female companion allegedly seeking to mislead employees by saying she was a witness and that a "Native American person" had taken the money. During the arrest the same woman began recording officers but was not identified in court records. It took roughly two hours for an officer to determine the teen's identity, a delay that the report says left the city short on available officers. Court records indicate the juvenile has pending arrests in Pierce County for harassment and arson.
