At the February 13 regular meeting, the court took up a range of business, including an action item under Commissioner Gonzalez's Precinct 4 portfolio: a proposal to seek bids for the purchase of a water truck. The item's agenda language read, "Discuss, consider and take action for Commissioner Wicho Gonzalez Pct 4 to request bids for the purchase of a water truck." The February 13 minutes list the Precinct 4 commissioner as Mauricio Gonzalez, while the same meeting's agenda heading references Wicho Gonzalez for Precinct 4; the county has not publicly clarified whether these reflect a nickname or a separate discrepancy in the records.
As with all Commissioners Court sessions, the March 13 meeting included a public testimony period allowing Alice-area residents to address the court on non-agenda matters. Speaker comments are capped at three minutes, and Texas's Open Meetings Act constrains how commissioners may respond: the law limits the court to stating factual information, reciting existing policy, advising a speaker that their concern will be placed on a future agenda, or simply receiving the information without substantive discussion.
